The tire seal brush has flagged tips which helps absorb the tire shine. Once the tip of the brush starts to wear, the flags will start to diminish making it harder for the chemical to get absorbed into the bristle. You will notice that the chemical is not being applied to the tire evenly or that the chemical has to be primed more often onto the brush. These are indicators of a worn brush.
